(i) Study of published literature in his
field since his illegal dismissal from SNC Inc. in Montreal in 1982.
(ii) Research and preparation of a review
paper concerning "cavitation" in large pumps such as those found in
municipal water works. This is one of the topics with which he had some
previous experience.
(iii) Analysis of and recommendations
concerning "alternate-vane cavitation" in a mains water distribution
pump owned by the Regional Municipality of Ottawa-Carleton. They refused to
give him an official and paid mandate, despite initial interest, to analyse the
problem and make recommendations, based on alleged "insufficient
experience but he did it anyway and they were forced to admit that his
conclusions were correct. The phenomenon referred to is far from fully
understood by anyone in the world and can cause a pump to self-destruct, and to
require replacement as a result, after only a few weeks in operation.
(iv) Preparation to undertake stress analysis
work on pipeline systems (such as those found in oil refineries). This has
included, among other things, attendance at two seminars organised jointly by
The Institution of Mechanical Engineers and the American Society of Mechanical
Engineers, at his own expense.
(v) He has also made several presentations
and written submissions to the Standing Committee on Human Resources
Development, prior to the release of its report on February 6th, 1995. It is
also to be noted here that another submission by Mr. Chisholm, in this case to
The Hon. Lloyd Axworthy personally, was recognised as useful by Mr. Axworthy in
a letter to Mr. Chisholm dated June 8th 1994 and signed by Mr. Axworthy
personally.
It is now generally recognised that better
access to retraining assistance (than Mr. Chisholm has experienced to date) is
vital to Canadian economic recovery, as well as efforts to create new jobs in
the numbers required to match the numbers of unemployed people, including (but
not restricted to) social assistance recipients. The other main key to to this
is major improvements in Canada's overall export performance based on
innovative technology-driven companies.
(vi) Summarising (i) to (iv) above: to
date, Mr. Chisholm 's efforts to get assistance in any form with re-training
have been thwarted by a succession of excuses based on factors which were
passed off to him as being "based on the legislation", or some such
notion, by people who - it now appears - were not applying the law correctly.
Such goings-on are even more out-of-place now, having regard to current
proposals for reform of the federal Unemployment Insurance system.
Had his requests for assistance noted under
(i), (ii) and (iii) above been attended to in a competent and professional
manner by the people to whom his requests were directed, he would now be
working as an engineer and the present request for additions to CUB 28929 would
not have arisen. He requests that the Umpire bring this to the Commission ' s
