Dear Mr. Chisholm:

The Commission has reviewed Board of Referees' decision dated February 23, 1995, which you have appealed to the Umpire. While the final decision rests with the Umpire, the Commission will recommend that your appeal be allowed.

Appeals which are decided by the Umpire on the basis of the written information alone are usually finalized sooner than cases on which an oral hearing has been requested. Therefore, in order to speed up the appeal process, we are prepared to advise the Umpire in writing that the Commission wishes to concede the appeal in your favour. As well, your agreement to withdraw your request for an oral hearing (form enclosed) should also hasten the final decision in your case.

A return envelope is enclosed for your convenience. Upon receiving the completed enclosed form, we will forward it with a memorandum advising the Umpire that the Commission wishes to concede the appeal in your favour.
