NOTES.

 

1.  Participation Rate   =  Labour Force / Population 15+

 

    For April 2003 : The  Population 15+  is then =  16,978.8 / 0.674 which is  25191.1

 

2. Not in Labour force =  Population 15+  - Labour force

 

   For April 2003 this  is 25191.1 minus 16978.8   i.e. 8212.3

 

3.Unemployment : for April 2003 :  1,280.6

 

4. Based on « Ottawa’s Hidden Workforce » 1998 and « Survey of Persons Not in the Labour force » , November 1992, we               would assess additional unemployment or under-employment as follows :

 

Additional unemloyment =  0.38 x Not in Labour Force = 0.38 x 8212.3  which is  3120.7

 

Under-employment  =  0.062 x Employment =  0.062 x 15,698.2  which is  973.3

 

5. Hence total Unemployment or Under-Employment =  1280.6 + 3120.7 + 973.3  which is  5374.6

     and  total  Unemployment at least  4401. 3
